Hmm. Cìrdan had a beard; I remember some of the really hardcore fans bitching about that when they saw FotR - when Galadriel's voiceovering about the three rings for the Elves, they show the three Elves with those rings, and Cìrdan should be one of them, but none of them have beards. Certainly film canon suggests unhairy Elves.
